ghc-SafeSemaphore-0.10.1-bp156.3.3 RPM for aarch64

From OpenSuSE Leap 15.6 for aarch64

This provides a much safer semaphore than the QSem, QSemN, SampleVar in base.
Those base modules are not exception safe and can be broken by killThread.
